Before retiring he worked for FEMA with the U.S. Government
He was of Catholic Faith
He is survived by sons, Michael Osborn, Hughesville, MD, John Osborn, Alexandria, VA., stepson, Ryan Garlick, Alexandria, VA., sister, Jan Bise, Waldorf, MD, cousin Rhonda Noah, Pembroke Pines, FL.
